Dear Sir

 

As an employee of Birmingham City Council, working directly with recently arrived refugees as a teacher of English as a second language, I am writing to express my grave concern over the handling of the 'Standards Fund Travel Subsidy Form'.

 

I am sure you will appreciate the difficulties involved in completing such a form, with a class of absolute beginners in English. Would it not have been possible to issue a simplified version, given the circumstances?

 

After much perseverance and time, which could have been far better spent on the important process of language learning and the refugees' subsequent integration into their new society, we managed to get all the forms completed, only to discover that bus drivers were not accepting the tokens that the students had been issued with. What is going on?!

 

Would it not be simpler, and cheaper, to issue every refugee with a bus pass like everybody else? Constantly having to use tokens for everything can only prolong the way they, and others, see their integration into Britain. Some students even preferred not to apply for the tokens because of this.

Thank you for your letter.

 

We have all been concerned about the volume of paperwork associated with the Access Fund and the Standards Fund. Both funds are public money and we are accountable to auditors. We must have an audit trail and be able to prove that the money has been used for the correct purpose. The form used is an amended version of the Access Fund paperwork. We could in time look at translations but the difficulty could be the number of languages involved.

 

We cannot give bus passes because they are more expensive and cover the whole week, which would be considered an abuse of the funds if attendance is only 2/3 times a week. I have heard through Smitha of problems with bus drivers not accepting tokens. If you will furnish precise details via Smitha, for example routes, times of day, it can be followed up with Centro. You should also check that Asylum Seekers are using the right buses and that it is not an error on their part before we take it any further.

 

I have been led to understand that Asylum Seekers should be receiving travel payments from the authority that they are registered with and we will be looking into that also.

 

Smitha is a member of our Asylum Seekers Steering Group and any issues such as these should be raised in that group through her. In addition a 10 hour per week fixed term appointment to support our work with Asylum Seekers will begin shortly.
